The study “Considerations on Challenges and Future Directions in Cybersecurity” won the Outstanding Security Performance Award (OSPA) for the best Romanian cybersecurity initiative for 2020.

The study “Considerations on Challenges and Future Directions in Cybersecurity”, was developed on the occasion of the Romanian Presidency of the Council of the European Union, under the aegis of the Romanian Association for Information Security Assurance (RAISA), with the support of the Romanian National Computer Security Incident Response Team (CERT-RO) and the National Cyberint Center within the Romanian Intelligence Service.

The study stands for a joint effort of experts from the public, private and academic fields to develop a cybersecurity framework for education, innovation, cooperation and human resource management and to reveal future challenges and strategic directions in this area.

The study “Considerations on Challenges and Future Directions in Cybersecurity”, was developed on the occasion of the Romanian Presidency of the Council of the European Union, under the aegis of the Romanian Association for Information Security Assurance (RAISA), with the support of the Romanian National Computer Security Incident Response Team (CERT-RO) and the National Cyberint Center within the Romanian Intelligence Service.

The study stands for a joint effort of experts from the public, private and academic fields to develop a cybersecurity framework for education, innovation, cooperation and human resource management and to reveal future challenges and strategic directions in this area.

Launching the study “Considerations on Challenges and Future Directions in Cybersecurity” at the Permanent Representation of Romania to the EU

The study “Considerations on Challenges and Future Directions in Cybersecurity”, developed on the occasion of the Romanian Presidency of the Council of the European Union, was launched at the Permanent Representation of Romania to the European Union, on March 9, 2020. The volume was elaborated under the aegis of the Romanian Association for Information Security Assurance (RAISA), with the support of the Romanian National Computer Security Incident Response Team (CERT-RO) and the National Cyberint Center within the Romanian Intelligence Service.

The event from the Permanent Representation of Romania to the EU was opened by Her Excellency, Ms. Ambassador Luminița Teodora Odobescu, the Permanent Representative of Romania to the European Union, and Ms. Tamara Tafra, counselor for cyber issues at the Permanent Representation of Croatia to the EU.

During the first session of the launch event of the study, official interventions were held by:

Anton Rog – National Cyberint Center within the Romanian Intelligence Service;
Ioan-Cosmin Mihai – “Al. I. Cuza” Police Academy;
Costel Ciuchi – General Secretariat at the Romanian Government;
Miguel González-Sancho-Bodero – European Commission;
Philippe Blot – European Union Agency for Cybersecurity (ENISA).

In the second section, the discussions focused on stimulating excellence and cooperation in the field of cyber security:

Liga Rozentale – Microsoft Belgium;
Elena Plexida – ICANN (Internet Corporation for Assigned Names and Numbers);
Nina Hasratyan – ECSO (European Cyber Security Organisation);
Aurélie Doutriaux – Orange Belgium.

At the end of the event, Mr. Dirk Dubois, Director of the European Security and Defense College (ESDC), presented the importance of education in developing a strong cybersecurity culture. The conclusions of the event were presented by Mr. Cosmin Boiangiu, Deputy Permanent Representative in Bruxelles.

Specialists from the European institutions, the private sector and the academic field, were invited at the event of launching the study “Considerations on Challenges and Future Directions in Cybersecurity” and to discuss topics related to new challenges and directions in the field of cybersecurity.

The study „Considerations on Challenges and Future Directions in Cybersecurity”, developed on the occasion of the Romanian Presidency of the Council of the European Union, was launched at the Romanian Academy on November 26, 2019. The volume was elaborated under the aegis of the Romanian Association for Information Security Assurance (RAISA), with the support of the Romanian National Computer Security Incident Response Team (CERT-RO) and the National Cyberint Center within the Romanian Intelligence Service.

The study represents a cooperation exercise in the cybersecurity field, standing for a joint effort of experts from the public, private and academic fields to develop a cybersecurity framework for education, innovation, cooperation and human resource management and to reveal future challenges and strategic directions in this area.

The event from the Romanian Academy was opened by prof.dr.ing. Ioan Bacivarov – president of the Romanian Association for Information Security Assurance (RAISA), who underlined the importance of international cooperation for cybersecurity. During the first session of the event, there were official interventions of:

The study “Considerations on Challenges and Future Directions in Cybersecurity“, developed under the aegis of the Romanian Association for Information Security Assurance (RAISA), in partnership with the Romanian National Computer Security Incident Response Team (CERT-RO) and the National Cyberint Center within the Romanian Intelligence Service, was presented at “The New Global Challenges in Cyber Security” Conference, “Education & Awareness” panel, organized by the Romanian National Computer Security Incident Response Team (CERT-RO) at the Parliament Palace, Bucharest, on October 7-8, 2019.

The study “Considerations on Challenges and Future Directions in Cybersecurity” was developed on the occasion of the Romanian Presidency of the Council of the European Union and represents a cooperation exercise in the cybersecurity field. This study stands for a joint effort of experts from the public, private and academic fields to develop a cybersecurity framework for education, innovation, cooperation and human resource management and to reveal future challenges and strategic directions in this area.

The study carries out the current analysis of the main development directions in the field of cybersecurity, presented by authors with expertise from international institutions – the European Commission, the Cybercrime Programme Office of the Council of Europe (C-PROC), CERT-EU, the National Cyber Forensics and Training Alliance (NCFTA) – US, the National Cyber Security Centre (NCSC) – UK, the Southeast European Law Enforcement Center (SELEC), the Lancaster University – and national – the Romanian Academy, the University Politehnica of Bucharest, Babeș-Bolyai University, “Carol I” National Defence University, “Alexandru Ioan Cuza” Police Academy, the General Secretariat of the Government, the Romanian National Computer Security Incident Response Team (CERT-RO), the National Cyberint Center, the Special Telecommunications Service, the National Authority for Management and Regulation in Communications of Romania (ANCOM), the Ministry of Internal Affairs, the Romanian Police, the National Institute for Research and Development in Informatics (ICI), the European Institute of Romania, the Financial Supervision Authority, the Institute of Financial Studies, Orange, Fortinet, Bitdefender.

The 30 articles from the study are grouped into two sections:

“Cybersecurity Framework”, which analyzes the directions with critical role in developing a solid culture of cybersecurity: “Education and Awareness”, “Innovation and Research”, “International Cooperation” and “Human Layer”;
“Cybersecurity Directions”, which deals with the current state and the possible developments of some directions in the field of cybersecurity: “National Cyber Security”, “Cyber Defense”, “Cyber Resilience”, “Cyber Crime”, “Cyber Diplomacy” and “Data Protection”.

The beneficiaries of this study can be the public administration, academia and the private sector, both at national and European level, as well as the cybersecurity experts.
